we were actually talking about this few days ago, and most staff members voted NO for this feature.
Follow and add friends are two different thinks. If someone follows you then it does not change anything at your end, however your follower will get your activity report in his/her news feed. Technically, until both person does not follow each other they are not friends. In other words, in order to be friends you both users needs to follow each other.
IF chatbar get available then yes this will be the only case.
Smileys might be possible but tagging no.
as I said you cannot (technically)tag anyone in the chatbox.
